Two independent direct fetches of the EUR-Lex primary text confirmed the regulation distinguishes the two: entry into force is the 20th day after OJ publication (2025-06-02, from publication on 2025-05-13), while the ban only becomes operative from 2025-09-01. Both dates are preserved rather than collapsed into one, per the primary text. Minor secondary-source variance also existed on substance count framing (one summary read the 1731-1751 range as 20 new substances; two other checks, including a direct EUR-Lex fetch, confirm 21 substances/entries in that inclusive range) - resolved in favor of the primary-source-confirmed count of 21.
